The East Columbia Basin Irrigation District is accepting applications for the following positions:
Secretary-Manager
The East Columbia Basin Irrigation District (ECBID) is seeking qualified candidates for a Secretary-Manager. This is an outstanding opportunity to make a lasting impact on critical water infrastructure in a hands-on leadership role.
Position Summary:
The Secretary-Manager provides strategic leadership to ensure the efficient and effective operation of the District while advancing its mission and long-term objectives.
Under the direction of the Board of Directors, the Secretary-Manager serves as the District’s primary spokesperson. This position is responsible for the management of internal operations, as well as external relations with landowners, governmental entities, and the public.
Some Key Responsibilities:
- As Secretary, perform duties as authorized, required and limited by Chapter 87 Revised Code of Washington (RCW)
- As Manager, perform duties as authorized, required, as outlined in Article 47 of the 1968 Amendatory, Supplemental, and Replacement Repayment Contract between the United States of America and the East Columbia Basin Irrigation District.
- Execute activities including planning, permitting, administration, compliance of current and future Columbia Basin Project facilities and operations.
- Manage or cause to be managed the operation and maintenance of irrigation and drainage works transferred to the District including, but not limited to, canals, laterals, wasteways, drains, pumping plants, hydraulic structures, buildings, grounds yards, vehicles, equipment and all their appurtenances.
Education/Experience:
- Equivalent to the completion of the twelfth grade complemented by a college degree in engineering, irrigation technology, applied science, construction technology, business administration, or a closely related field is preferred.
- Ten years of progressively responsible experience in irrigation or water delivery system operations, maintenance, construction and repair or related activities.
Compensation:
- Secretary-Manager: $190,000-240,000

Temporary Summer Employment Opportunities
The East Columbia Basin Irrigation District (District) is now accepting applications for Summer Mowers and Water Quality Technicians.
Locations
- Moses Lake Watermaster Section
- Othello Watermaster Section
Schedule
- Monday–Friday
- 8-hour workdays
Pay Rates
- Mowers: Starting at $17.50/hour
- Water Quality Technicians: Starting at $18.00/hour
Position Details
- Temporary summer positions run from mid-April through September (flexible end dates)
- Applicants must be 18 years old before starting employment
- Ideal for recent high school graduates or college students home for the summer

Ditchrider
The East Columbia Basin Irrigation District is currently accepting applications for a Moses Lake Ditchrider.
Position Summary:
Ditchriders are responsible for the timely regulation and delivery of irrigation water to water users along an assigned route during the water season. This position also performs routine and emergency canal maintenance as needed.
Work Schedule:
• Water Season: Monday–Saturday, 7:00 AM – 3:30 PM
• Non-Water Season: Monday–Friday, 7:30 AM – 4:00 PM
Pay:
Starting at $26.45 per hour
