the Columbia Basin Irrigation Council stalled when union representatives rejected the most recent
proposal.

through the Infrastructure Investment and Jobs Act (IIJA) and the Watershed Protection and
Flood Prevention Act (PL-566).
The East Columbia Basin Irrigation District (ECBID) has announced that negotiations with the Columbia Basin Irrigation Council stalled when union representatives rejected the most recent proposal. Negotiations began in the fall of 2020 and District leadership submitted the 16th iteration of a proposed contract to union leadership on March 21, 2022. There are 44 ECBID employees represented by the union.

The first pump station of the Odessa Groundwater Replacement, called EL47.5, became operational in the spring of 2021. The project includes nearly nine miles of pipes and will provide water to roughly 10,500 acres of valuable farmland that are currently served by deep wells.
