BOARD OF DIRECTORS

The East Columbia Basin Irrigation District is governed by a five-member Board of Directors responsible for guiding District operations and policies.

DISTRICT BOUNDARIES ARE AS FOLLOWS:

  • Director Division 1: The part of the District located in Grant County north of Wheeler Road.
  • Director Division 2: The Grant County portion of the District bounded on the north by Wheeler Road, on the east and south by the Grant/Adams County line, and on the west by the District
  • Director Division 3: All of the District located in Lincoln County and that part of the District located in Adams County north of Providence Road.
  • Director Division 4: Totally in Adams County, bounded on the north by the Grant/Adams County line, on the south by the Franklin/Adams County line and on the west by the District boundary. The east boundary of this Director Division follows Booker Road from the Grant/Adams County line to Cunningham Road, then follows Cunningham Road to the east for three miles to the range line separating Ranges 30 and 31 East (Fox Road and its extension) which it follows to the Franklin/Adams County
  • Director Division 5: All of the District located in Franklin County and that part of the District located in Adams County, bounded on the north by the Grant/Adams County line and on the east by the District boundary. The west boundary of this Director Division follows Booker Road from the Grant/Adams County line to Cunningham Road, then follows Cunningham Road to the east for three miles to the range line separating Ranges 30 and 31 East (Fox Road and its extension) which it follows to the Franklin/Adams County line.

Filing periods, elections and terms of office for the District’s five Director Divisions shall occur and reoccur in the following sequence:

  • Year 1: Divisions 1 and 3
  • Year 2: Divisions 2 and 4
  • Year 3: Division 5
To qualify as a voter, an individual must own land included within the District and vote in the Director Division in which he or she resides or is nearest to his or her residence. Upon request, the Secretary-Manager or his designee will provide a copy of the voter list for the Director Division to the prospective candidate.

Eligible landowners can request ballots once it is established that an election will be held. To qualify as a voter an individual must:

  • Be 18 years of age or older
  • Be a U.S. citizen
  • Be a resident of the State of Washington
  • Own land or hold evidence of title to land in the District. Ownership of land and evidence of title includes contract sellers and purchasers of land, land held as part of community property with a spouse and land held in partnership with other(s). An agent of a corporation or other legal entity owning land in the district may vote on behalf of the entity by filing with the election officers an instrument of authority. Ownership of land and evidence of title for purposes of serving as Director must be individual and does not include agents of legal entities wherein the land is owned in the name of the legal
  • Vote only in the Director Division in which he or she owns land or holds evidence of title to land. Persons owning land or holding evidence of title to land in more than one Director Division shall vote only in that Director Division in which he or she owns land or holds evidence of title to land that is nearest his or her

BOARD OF DIRECTORS

Don Osborne

Board Member, Division 1

Don has a long history of service to the East Columbia Basin Irrigation District. His father served on the Board of Directors for over 40 years, and this is Don’s second time serving as Director.

A fourth-generation farmer, Don has been farming his own ground since 1983, most consistently focusing on alfalfa, timothy hay, and beans.

When not working on his farm or serving the District, Don appreciates almost anything at high speeds. Having grown up racing motorcycles, Don still cruises on his Harley and dirt bike and enjoys the passing scenery while going as fast as possible.

Reid Baker

Board Member, Division 2

Reid was born and raised on a farm in Moses Lake, and after attending BYU, returned to the profession with the goal of raising good crops and giving back to the community. Today, Reid spends his time consulting with other operators where he can lend his expertise and add value to help others grow and improve their own operations.
A father of five, Reid enjoys spending his time with family, riding horses, and serving as an active member of his church.

Dennis Swinger

Board Member, Division 3

Dennis is a life-long resident of the Columbia Basin, and continues to live in the home he was raised in. He is a 6th generation farmer, farming the ground his family has worked for 4 generations. His great grandfather signed up for Columbia Basin Project water in the 1920s. Today, he continues to consider this effort to be critically important
to the country and region, as well as his family. His work today to bring water to the Basin continues this legacy.

He studied Agriculture at Washington State University and serves on the Washington State Turfgrass Seed Commission. In addition to his duties as an ECBID Board member, he also serves on the Board of Trustees of the Washington AgForestry
Foundation.

A lifetime fan of the Washington State University cougars, the family attends at least one home football game each year. He also enjoys cruising on his Harleys and getting out on the water in his boat.

Duaine Anderson, President

Board Member, Division 4

As a 3rd generation farmer, Duaine now manages his farms with two of his sons. The third son is also in agriculture. He is a graduate of Washington State University where he studied Agriculture Engineering.

Duaine loves working with his hands and building, and even built the home his family lives in today. He enjoys tinkering in his wood shop and plans to spend more time there as his sons begin to take over the family business.

In addition to leading the East Columbia Basin Irrigation District, Duaine has served on the Cemetery Board for the City of Othello for the past 20 years and is an elder in his church.

Kevin Lyle

Board Member, Division 5

Raised on a farm near Ritzville where his father and uncle farmed together, Kevin attended Washington State University and majored in Ag Economics before returning to the family farm near Cunningham. Kevin joined the Board in 2020 following in his father’s footsteps as a previous Director of the ECBID, with goals of supporting the continued District progress and maintaining the great District infrastructure that has been built over many decades. Today, he continues to farm with family and enjoys learning the intricate and complicated work of the District.

In his spare time, Kevin enjoys spending as much time as possible keeping up with his 8 grandchildren.
